Design Review
BVA helps design teams build energy and resource efficient buildings. Working with our clients, we suggest changes to the building envelope, lighting, and mechanical systems to optimize performance. We also identify cost-effective resource conservation measures for water, wastewater, and solid waste systems.

We use the latest computer technology to create models of facility energy use and project the effectiveness of our proposed energy and resource savings measures. Energy Audits
Government and private industry are under increasing pressure to be both environmentally aware and cost-conscious in their energy use. Facility audits help identify energy-saving, and consequently cost-saving, opportunities. BVA has performed thousands of energy audits in offices, libraries, hospitals, prisons, fire stations, warehouses, universities, computer centers, and other facilities.

We conduct thorough surveys, examining the design and condition of lighting, heating, air conditioning, refrigeration, and other building components. We quantify potential savings using advanced building modeling software and other energy analysis tools. After BVA has helped a client identify cost-effective energy savings or energy production opportunities, we can facilitate project financing, prepare design and bid documents, offer design-build services, and provide construction management. To ensure that systems are properly installed, we perform construction monitoring, site inspection, project commissioning, performance testing, and operations reviews.

Having served as independent engineers for more than $3 billion in facility financings, we have established a strong reputation for impartial, objective analysis. BVA's services are sought after by public and private, national and international financial institutions.

We assist municipal clients to identify financing options and structure financing packages, and we serve as independent engineers for bond financings. We recommend mitigation measures to help developers and financial institutions overcome impediments to project financing, and once funding is in place, we provide ongoing monitoring.

Planning Assistance
Working with clients to provide a conceptual framework for the efficient management of energy services, BVA assists utility companies, local governments, and other organizations in implementing effective energy conservation plans. We assess the energy efficiency potential of established service territories, develop load management strategies, evaluate the impact and economies of demand-side and alternative resource options, and review forecasting methodology and utility rate options.

BVA also helps facility managers develop long-term energy management plans and evaluate energy efficiency measures in addition to recommending implementation strategies and suggesting financing options. Energy management plans frequently include operations and maintenance guidelines—both for a single facility or a complex of buildings—and recommendations for creating on-site energy management groups to oversee the implementation and development of the plan over several years.

Renewable Energy Project Development
Committed to finding new uses for existing resources, BVA has more than 20 years of experience in the independent power field. We have worked with every available technology—including refuse-derived fuel, mass burn, and modular combustors—on facilities whose operations range in size from 25 to 1,000 tons per day. We have special expertise assessing alternative power facilities and have reviewed wind, solar, and geothermal power and wood and agricultural waste-fueled energy plants.

As leading experts in biomass-fueled energy projects, we provide consulting services from the start of the project, performing feasibility studies and providing conceptual facility designs, to its completion, assisting with the facility start-up and operations monitoring. Our services include technology review, feasibility analysis, design, independent engineering review, construction monitoring, performance testing, witnessing and certification, waste supply analysis, and operations monitoring.
